The white spots are not on every leaf and just started coming out but otherwise the plant does look healthy. Scarlet runner beans get so big so fast, I would think they would overwhelm the okra, plus they like to get started when it's a lot cooler than okra likes. I think a regular pole bean (P. vulgaris) would do better, because you could plant it after the okra was more established.
